how much do you have to spend?
what is the main use of the pc?
do you already own a pc for cannabilisation or bought any parts/cables?
do you have any secondary uses?

not sure about the prices of this stuff as I am UK but this should work out about right:

cpu: e4300
mobo: gigabyte ds3
ram: 2gb of good brand (i.e. crucial, g-skill, OCZ, corsair or geil)
gfx: 7600gt
monitor: 19" hanns-g
case: personal preference the coolermaster centurion is good bargain case
hdd:either a seagate barracuda 7200.10 (5 year warranty) or the samsung spinpoint (marginally quicker in benches)
psu: 420W fortron
