Variable fan speeds

On my laptop, when the CPU or hard drive gets too warm, the fans speed up; when the CPU or hard drive cool down, the fans slow down. Is there a way I can emulate this behavior on my desktop that I just built? Also, if this is not the case, is there recommended software to adjust the fan speeds on my desktop to static values rather than variable values? Thanks in advance.
 
Well I downloaded Speedfan and got some interesting results:

1. My -12V line is running at -7V.
2. I have two Temp1 readings, one which says -128C.

But obviously that's not why I got Speedfan (maybe those problems illustrate something else that I need to fix though). It seems that speedfan can set the % of speed you want to run, but not make it dynamic (unless that's what "Automatic fan speed" does). To top it off, changing the percentages for Speed02 and Speed03 do nothing; only changing the Speed01 moves the RPM from 100% =~ 2400RPM to 0% =~ 1100RPM.

Any advice from here? Is there hardware I need to install (like a fan controller of some sort)?
