Value vs Preformance

Hi People.

im currently doing a project in training at work. It means nothing if i get 10 out of 10 appart from me and the best kid there get a thumbs up.

Basically im looking for the best computer for money value, Be it a standard Pentium 4 for £30 or equivelant $ or the best gaming PC for the cheapest price. I really have had a hard time looking and thought if any of you people could help
 
What all do you need, just the innards? OS and other software? keyboard/mouse/monitor?
