Thumbs down Upgrading my pc and building another. Please help

Hello Tech-fourms,

Im looking to upgrade my Acer Aspire M1201 and build a new computer to the following if not better specs. Main reason my girlfriend and I want to play FFXIV!!!!

Windows 7, 32 or 64 bit
Processor: Intel Core i7 2.66GHz or faster
Memory: 4GB or more
Storage: Install 15GB or more, Download 6GB or more
Video: NVIDIA GeForce GTX 460 with 768MB VRAM or equivalent

These are the recomened setting for the game. Min. settings are as followed:

CPU: Intel Core Duo 2.0 or AMD Athlon X2 2.0
RAM: Windows XP 1.5GB+, Windows 7, or Vista 2GB or higher
HDD/SDD Space: Installation 15GB+ and Download 6GB+
Graphics Card: NVIDIA GeForce 9600+ 512MB+ or ATI Radeon 2900+ 512MB+

I only mention these min. setting as my current computer runs on 32bit with 3GB (full specs listed below) and i have a felling i might need to upgrade to 64bit to meet recomened settings which may be costly? or simply not worth it?

Specs of current computer to be upgraded:

Acer Aspire M1201
Windows vista 32-bit (64-bit ready)
Board: Acer RS740DVF
Processor: 2.50 gigahertz AMD Athlon 64 X2 Dual Core 4800+
Memory: 3.00 GB RAM
Graphics: ATI Radeon HD 3450. 256 Mb
Power supply: Unkown havent taken off the back yet. Im guessing around 250w

As mentioned i would also like to build my own pc to cover the recommend specs if not beat them my budget is around 700-1200. Any suggestions on montiors would also be usefull.

Any input would help for upgrading; and building a new pc. I live in Canada. I have found my self overwhemed with options. My main problem is i really do not understand compatiblity issues what works with what etc.
