Any certain PSUs you would suggest? Say if I wanted to get a GeForce 8800, what would you suggest as a far as a PSU?

If you plan on getting an 8800 on that Dell, it would be a pretty big bottleneck, between the processor and graphic card. You should consider a new system, if you plan on getting an 8800.

Could I pay Best Buy's Geek Squad 30 bucks for them to install the PSU and then I install the gfx?

No, no, no, no, no. I can keep saying no forever. Those are the 2 easiest computer hard-ware that you can probably ever install. Well I know there is a bunch of wires, but if you look closely into your motherboard's manual, it should tell where all the wires should be placed. And the VGA, all you need to do is plug it into your PCI-e slot.
