Default Upgrading for Friend

My friend has $300 to spend on upgrading his computer. He wants to focus on upgrading his PSU and video card to the point where Skyrim can run at the highest settings with the best performance possible with his budget. His current system specs are as followed:

CPU- Intel Core i5 @ 3.2 Ghz
PSU- 450W
Video Card- NVidia GeForce 9800 GT
Motherboard- Didn't give me model number but it has a PCIe expansion slot.

He prefers Nvidia manufactured graphics cards.
My thoughts for a good PSU was this: Newegg.com - OCZ ZS Series 750W 80PLUS Bronze High Performance Power Supply compatible with Intel Sandy Bridge Core i3 i5 i7 and AMD Phenom
and for a Video Card: Newegg.com - ASUS ENGTX560 DCII OC/2DI/1GD5 GeForce GTX 560 (Fermi) 1GB 256-bit GDDR5 PCI Express 2.0 x16 HDCP Ready SLI Support Video Card

Feedback on what my ideas are, both positive and negative, is appreciated! Also if you can find a better PSU and video card for $300 or less I'm more than happy to look at what you have.

$300 or less with or without rebates?

+ The PSU you linked is $320, but $45 in rebates.

Or if you're not counting rebates, these are $300 even with $20-35 in rebates:
