Upgrading: CPU or Video Card?

I'm looking to upgrade my computer, but I don't have the funds to do it all at once. Right now I can afford to upgrade 1 item and what I need the most is either a new/better CPU or a new/better Video Card.

My current Video Card is NVIDIA GeForce 8800 GT and I'm looking at getting the GeForce GTX 560 Ti.
My current CPU is Intel Core 2 Duo E8300 and I'm thinking about Intel Core 2 Quad Q9650.

My real question is: Which increase would give me the best "bang for my buck"? My computer is mostly used for gaming, currently Skyrim is running Low-Medium and would like to get into the High-Ultra range.

I would suggest upgrading the CPU seeing you have a sufficient gaming Graphics Card.
 
If you have the power supply to handle it, go for the video card.

The video card can be transferred to a new motherboard when you upgrade those components.
If you're going to upgrade the CPU you'd probably want to get something current gen, which would require a new motherboard, RAM, and OS (if you're current one is OEM).

8800GT versus GTX 470 (no 560ti option available, but its > a 470).
E8300 versus Q9650
