Upgraded graphic card and power supply but computer won't turn on

I have an HP p6230y and installed a TR2 600w thermaltake and Geforce GTX 650 2gb model. Once the new power supply is hooked up and the card is in place and connected the power supply will turn on, the motherboard indicates it is operating, but the tower itself will not power up. When I reinstall the old power supply the computer will boot up again. I've changed out a number of graphics cards and power supplies in the past, but this has be a bit stumped. It appears to me (which I may certainly be incorrect) that all of the hardware complies with the others. Any ideas?

try using the new power supply without the new video card.
if it boots, must be a faulty video card. if it does not boot, must be the power supply.

Yes try a new power supply or flash the bios this well get out any errors and reset the system. good day!
