Two quick questions.

1) How do I return a product to newegg that is not defective? If it is not what I wanted?

2) I need a Power Supply Unit (preferably with case) that has one IDE power slot, the rest SATA. Is there such a thing?

2. Budget on PSU? It is highly recommended that you get a separate PSU from the case. PSUs included with cases aren't good enough to rely on.

Edit: That's pretty expensive once you add the price of the case. Will most be that much that support both IDE and SATA?

And that's pretty expensive for the cases. But does it really matter on the case?
