Not going to go into details, since you didn't given any specifics on budget, or what kind of inputs you want...

Let me go a little into details...

These are the specs I plan to get

Intel Core 2 Duo E4400

MotherBoards [havent decided which one as I'm still looking to see how much each of them cost]
Gigabyte P35-DS3L
GIGABYTE GA-945GCMX-S2 LGA 775 Intel 945GC Micro ATX Intel Motherboard
GIGABYTE GA-P31-DS3L LGA 775 Intel P31 ATX Intel Motherboard

Hard Disks
Western Digital Caviar SE16 WD2500KS 250GB 7200 RPM 16MB Cache SATA 3.0Gb/s

1GB RAM DDR2 800mhz : Kingston

Graphic Cards
MSI NX8600GT-T2D256E OC GeForce 8600GT 256MB 128-bit GDDR3 PCI Express x16 SLI Supported Video Card
Nvidia GeForce 7900GS [PNY Verto GeForce 7900 GS]

Now I want something that would let me record from the tv, which would mean an AV or a VGA connection to my pc.....something more simpler than a TV tuner as I dont want to watch tv on the pc...just use it like a VCR or DVD recorder

Get the video capture card of your choice and you're set. Oh wait. You may want to get another hd if you plan on recording and saving to hd. Video will eat a lot of hd space.
Good luck
