Yea, the PSU sucks but he has a very small budget. I mean, the guy started out with a $400 budget so it has to be the absolute minimum that it can. Besides, he can always upgrade later. SATA isn't that much faster than ATA, and it just has more hassles like drivers. Besides, we're trying to shave off everything we can.

ATA-100 hard drives are fine, and I still use them in my build if going IDE saves money, which it still does in Canada. SATA is no faster for 7200RPM hard drives.

Power supply is a risk I would NEVER take though.

get an Antec smartpower II for the PSU, it's cheap and 24pin

btw, cs, he's actually right...corsair value+dfi = not good...that was a while back..dunno about now
