my motherboard has a fsb of 400 mhz and a socket 478, socket 478 processors are 533 mhz to 800 mhz and i need to know if i can exceed the 400 mhz of my motherboard?

Highly doubt it, unless your motherboard can overclock to 533MHz.

You can probably find a 2.4 or 2.6 GHz Pentium 4 with a 400MHz FSB, but probably no higher than those two.
