Default which should i upgrade?

Well since my b-day is coming up in about 11 days (Nov. 11th) I need some ideas for computer upgrades to give to my parents and/or brother.

Should I get an upgrade for my cdrom (for making cd/dvds)...The one I have now kinda sux cuz the max write/read speeds are no higher than 4x.

Should I get an upgrade for my Processor which right now is a Pentium 4 @ 2.53 Ghz. Note: Dont post any AMD64 processors.

And we're kinda on a budget of spending no more than $200 i think.

Getting a new processor means a new motherboard. With $200, I'd say you can upgrade your VGA and RAM. What are your computers specs?
