Is this retail?

I e-mailed MonarchComputer and they wrote back and said both the mobo and the CPU are retail. They said that they just put them together, and I also get the boxes, manuals, cables, cds, etc.
I think I might buy it... any related problem will be their fault, better, than my doing something stupid on my first build.
