restricted sites from server

I am looking for a software which can allow sites which are banned from server.

In detail, when I browse a site in my PC in HTTP and FTP with site name the site is not opening while in same time it is running on other pc having other internet server. please help me and tell me about any software which can remove that restrict site from server.
