That's a full machine. You get a nice dual core with a very upgradable board, if he wanted to upgrade to a new AM3 processor later. You get 4gb of pretty good RAM, a fast 640gb HDD, good case/psu combo, and a DVD burner.
Upgrading the HDD and RAM in your machine, as I said before, would be a waste of money since it's getting older. It would be better to put that money towards something like this.
