Nooo. No PCCHIPS. Worst boards on the planet. Literally. Worse than Dell boards.

If he just needs a basic computer with onboard video, you can do pretty good for a few hundred bucks. Lemme price out something, and I'll get back to ya.

Got you a build together.

Newegg.com - AMD Athlon 64 X2 7750 Kuma 2.7GHz 2 x 512KB L2 Cache 2MB L3 Cache Socket AM2+ 95W Dual-Core black edition Processor - Processors - Desktops
Newegg.com - Foxconn A7GM-S 2.0 AM2+ / AM3 Ready AMD 780G HDMI Micro ATX AMD Motherboard - AMD Motherboards
Newegg.com - G.SKILL 4GB (2 x 2GB) 240-Pin DDR2 SDRAM DDR2 800 (PC2 6400) Dual Channel Kit Desktop Memory - Desktop Memory
Newegg.com - Western Digital Caviar Black WD6401AALS 640GB 7200 RPM 32MB Cache SATA 3.0Gb/s 3.5" Internal Hard Drive - Internal Hard Drives
Newegg.com - Computer Parts, PC Components, Laptop Computers, Digital Cameras and more!
Newegg.com - LG Black 22X (CAV) DVD+R 8X DVD+RW 16X DVD+R DL 22X (CAV) DVD-R 6X DVD-RW 12X DVD-RAM 16X DVD-ROM 48X CD-R 32X CD-RW 48X CD-ROM 2MB Cache SATA 22X DVD±R DVD Burner - CD / DVD Burners

Total comes to $379.48 after shipping.

That's a full machine. You get a nice dual core with a very upgradable board, if he wanted to upgrade to a new AM3 processor later. You get 4gb of pretty good RAM, a fast 640gb HDD, good case/psu combo, and a DVD burner.

Upgrading the HDD and RAM in your machine, as I said before, would be a waste of money since it's getting older. It would be better to put that money towards something like this.

EDIT2: No idea why the links aren't posting right, but they work.

EDIT3: ...now they magically work. Figures.
