Default ram clock cycle

what exactly does ram clock cycle determine? How many clock cycles do two sticks of ram have to have different before the difference is noticed? does one clock cycle make a big difference?

Also, the whether one clock cycle diffrence will be noticed or not depends on the clock's speed, if the clock speed is REALLY REALLY high, then the time that it will take untill one clock cycle will pass will be very short, but for the moment there is quite a diffrence even if its just 1 cycle, but its not catastrophical anyways.

I guess this is all about my advise to you to take the Cas3 instead Cas4? [Although I shown you both, told you to decide what fits your budget better]
