Quiet fan that pushes air

I know this may spark a debate but as I go to reviews about fans I keep getting pointed in the direction of the Scythe gentle typhoon 1850rpm. I have looked for it but no one seems to have it. Does anyone know what is going on? Thanks.

there are a handful of products that are really good that aren't available in north america. It's the case with some heatsinks that are super dope, or that they're just in limited selection from specific vendors, most likely because they just didn't sell well in this region and they're focusing marketing on other areas. I found them on amazon. Pretty pricey though. I just bought a couple of these guys mostly cause they're on sale, higher rpm/cfm/decibel levels but half the price, but if you have a halfway decent fan controller you should be able to throttle down the rpm and reach similar decibel and cfm levels.
