Question about PSU/Mobo issue?

Whenever we lose power or my computer is unplugged, I have to reset the BIOS settings, which includes the internal clock.

Is this the fault of my motherboard or my PSU? Is this a normal feature of a cheap mobo or is there a defect with the internal battery or something?

I don't really think i'm going to upgrade either to fix it, but I'm curious as to which is the problem for when I buy a new system later on.
 
Most commonly the issue is that the motherboard's CMOS battery is flat. it is easly replaced and should be easily available at your local computer shop for about AU$10 or US$8.
