Problem with new build

I just built up a new computer with the following:

FIC P4M-GD1 LGA775 Motherboard

P4 LGA775 CPU @ 3.2 ghz

NEC DVD+RW

Seagate Barracuda 150gb 7200 HD

Radeon x800 xl 256mb PCI-e

I turned it on for the first time and it passes the initial boot screen, but then it gets to the screen where it says...pci device listing and says a bunch of stuff underneath it. It wont pass this no matter what I do. I've reset the cmos, changed bios settings, set the boot to CDROM, removed the vid card, removed everything but cpu ram and fans, etc.

Now my motherboard only has 1 IDE channel, which means since I dont have an SATA hard drive, I have to use one cable to connect the primary to my HD, and the slave to my CD. I've tried connecting it to just the HD or the CD, but it still wont work. Do I need a SATA hard drive to be connected, and use the IDE for just CDROM's for it to pass this screen?
 
since you have a new build, have you installed the OS? you will need to have the cd/dvd drive as primary and boot from cd to install the OS first
 
Yes, I already had the cd/dvd as primary. It still wont pass the stupid screen where is says PCI device listing...
