I will be using the hdd s out of this computer in the new one.
Also will I be able to boot into this installation of vista with all my programs and settings on the new computer or will it all need to be reinstalled?

When changing a major component, like the motherboard especially, you have to reinstall Windows.

Please do no use, the power supply included with the case. They're very unreliable. Look for FSP, XClio, or Rosewill RP550 brands.

to keep all my programs intact wouldnt a repair install work?
Do retail boxed processors come with heatsinks?

I'm not sure about your first question, but retail boxed processors, are included with the stock heatsink.

it doesnt say if thats retail or oem so I won't know whether to buy a heatsink or not. also isn't that half as fast as the one i suggested
