My PC is long overdue an upgrade but I've been out of the loop with hardware for about 2 years now.

Current Specs:
Processor: amd x2 (5600+)
Ram: 4gb (DDR2)
Graphics: 9600gt (PCIE)

I'm debating if its worth upgrading this rig.

What are you using the rig for?
If it's gaming, then I'd definitely upgrade the whole thing.
If it's just office or internet stuff, I'd upgrade the CPU, RAM and motherboard, and re-use the 9600GT.

What budget are you considering, if you do decide to upgrade?

The system has been used for everything form gaming to android and qt programming.
It is becoming more of a game system now.

If replacing cpu, motherboard, ram and graphics its probly better to replace the entire thing as PSU would probly need upgraded for them.
Budget depends i like to spend at least a few months thinking up what i want before i build it.

IS it still worth staying with AMD at the moment or are the Intels systems offering better performance?

Intel is currently king (look up the socket 1155 CPUs), though these things can change quickly; I suggest you come back when you're ready to buy. That way we can give you the best up-to-date advice on parts and such.

AMD = budget build. AMD's CPUs are still great, but Intel (as Yami said) currently hold the crown and probably will for the foreseeable future.
