Default Operating systems

So I was searching around on ibuypower and cyberpowerpc for a new computer, and I was wondering if I could use my old Windows CD to install XP on a formatted hard drive.

Yes you can install XP on a formatted hard drive, should you decide that you don't want them to install an OS for them. On another note, I strongly suggest you build a computer yourself, you'll get much better parts for the same amount of money, you'll learn something new, and iBuyPower doesn't do a very nice job in setting up the computers, from what I've seen. Also, if you change any parts in an ibuypower computer, it voids their warranty.

I originally wanted to build a computer myself, but I really don't think I have the time =(. What about Cyberpowerpc?
