Nothing On Boot

I recently made some (major) upgrades to my PC and upon putting everything in my new case, surprise, it won't boot. I've tried everything I can think of, but still nothing is working. I'm thinking it might be a compatability issue with the components I'm using. Also, when I turn the PC on, all the fans start immediatly except the CPU heatsink which kicks in 2-3 seconds later (is this just the mobo?) Also, neither of my disc drives will open although power is connected as well as IDE cable. Below is a list of my hardware, any help would be greatly appreciated.

*MOBO: Gigabyte GA-965P-DS3
*RAM: Mushkin 2GB (2x1024) 240 Pin DDR2 800
CPU: Intel Pentium D 820
CD/DVD: Sony something...
*VIDEO: ATI Radeon X1300 Pro (PCI-E)

I think it also may be important to mention that before I took my processor off the old board, I accidentally plugged the wrong mobo power connector into the mobo, and turned the pc on. Could this have done serious damage? The processor *looks*fine but idk. I've never had a chance to see if it actually works since.
