Default New PSU and GPU now CPU gets maxed out

I recently upgraded my PSU and my GPU to a nvidia ntx 650 1 gb. Before the upgrade, i could run my minecraft server and minecraft perfectly fine. but now when i run them both, my CPU gets maxed out and i get like 5 fps. not sure whats up

Gonna need more info than that. What was your system before the upgrade, and what did you upgrade to (specifics).
