The Athlon x4 would be the better choice with the budget he has.

Do you need the rest of the build or just the processor?

Looks like CPU, mobo, memory, graphics card, PSU, and case to me.

Newegg.com - ASUS M4A78LT-M LE AM3 AMD 780L Micro ATX AMD Motherboard - AMD Motherboards
Newegg.com - OCZ Obsidian 4GB (2 x 2GB) 240-Pin DDR3 SDRAM DDR3 1600 (PC3 12800) Desktop Memory Model OCZ3OB1600LV4GK - Desktop Memory
Newegg.com - Computer Parts, PC Components, Laptop Computers, Digital Cameras and more!
Newegg.com - Computer Parts, PC Components, Laptop Computers, Digital Cameras and more!

$519.94 + $14.52 shipping = $534.46

Would offer the same performance as the build aliasaid suggested.
Figure out whichever is cheaper when taking shipping into account.

Also, you could do this.
Newegg.com - CORSAIR CMPSU-400CX 400W ATX12V V2.2 80 PLUS Certified Compatible with Core i7 Power Supply - Power Supplies
Newegg.com - ASRock M3A770DE AM3 AMD 770 ATX AMD Motherboard - AMD Motherboards
Newegg.com - Computer Parts, PC Components, Laptop Computers, Digital Cameras and more!
Newegg.com - Computer Parts, PC Components, Laptop Computers, Digital Cameras and more!

$524.94 + $8.83 shipping=$533.77

Basically, I would take into account...
Brands you trust + rebates.

For the budget, go AMD
Athlon II X2
Athlon II X3
Athlon II X4
or
Phenom II X2
Phenom II X3
Phenom II X4

Phenom II's are better than the Athlon's for gaming performance.
But the Athlon's are cheaper.
Buy whichever makes more sense.
