New Build. looking for opinions

ok so i haven't built a pc in while. My last build was an Athlon i x2 so yea... its been a while. So plans for my pc is video format conversion, matlab, heavy virtualization (vmware, virtualbox), matlab, photoshop, programming, media, remote administrastion (virtual network clients), and light gaming (sc2, cod mw2, fallout 3). So i have the keep the build under $900 an im looking for feedback and opinions with my needs in mind.

Win7 Home Premium

I was conflicted between an athlon ii x4 3.0 ghz vs the phenom ii x2 3.2 ghz, not sure if any of the above applications take advantage of the extra cores.
and the msi gts450 factory O.C. vs the saphire radeon 5770. I usually go with ati but
i heard there drivers are not mature in win7 right now, and the 2 cards seem about equal.

i plan on O.C. the cpu to 4.0 ghz and the ram to 9-9-9-28 (9ns)
is this the optimal system for $900? i cut corners wherever i could (monitor is no negotiable)
