My brother is about to move into his first house and wants me to build him a PC. He said he just wants to spend about $800 (including a monitor), so that leaves around $550 assuming they go with at least a 17" LCD ($150~?) and for the operating system ($100~). I know that his fiance is into photography, so Photoshop will be on this computer. Is windows XP still an option or I'm a stuck going with Vista? Do you think 2GB would do the job, or would going with two 2GB kit be more sufficient? No gaming will be done on this computer, but would having onboard video run photoshop the same as a mid-level video card would? Which dual-core should I go with? I'm out of questions now lol, any help would be appreciated.
 
I built a computer with the same requirements, minus the operating system. But then again, I went with a 22" flat screen, which ran me up $220. My specs are below for the computer and monitor:

Total comes to $771 with the monitor, $551 without. You can also get the 2400PRO if you want to go cheaper on the graphics card, the E2180 for the CPU, a 19" monitor, and no replacement case fans like I've bought. Hope that gives you an idea.
