Default New build

My brother is about to move into his first house and wants me to build him a PC. He said he just wants to spend about $800 (including a monitor), so that leaves around $550 assuming they go with at least a 17" LCD ($150~?) and for the operating system ($100~). I know that his fiance is into photography, so Photoshop will be on this computer. Is windows XP still an option or I'm a stuck going with Vista? Do you think 2GB would do the job, or would going with two 2GB kit be more sufficient? No gaming will be done on this computer, but would having onboard video run photoshop the same as a mid-level video card would? Which dual-core should I go with? I'm out of questions now lol, any help would be appreciated.

I built a computer with the same requirements, minus the operating system. But then again, I went with a 22" flat screen, which ran me up $220. My specs are below for the computer and monitor:

Newegg.com - GIGABYTE GA-EP35-DS3L LGA 775 Intel P35 ATX Intel Motherboard - Intel Motherboards - $90

Newegg.com - Intel Core 2 Duo E4600 Allendale 2.4GHz 2MB L2 Cache LGA 775 65W Dual-Core Processor - Processors - $120

Newegg.com - G.SKILL 2GB (2 x 1GB) 240-Pin DDR2 SDRAM DDR2 800 (PC2 6400) Dual Channel Kit Desktop Memory - Desktop Memory - $45

Newegg.com - Western Digital Caviar SE16 WD3200AAKS 320GB 7200 RPM 16MB Cache SATA 3.0Gb/s Hard Drive - Internal Hard Drives - $65

Newegg.com - SAPPHIRE 100207L Radeon HD 2600PRO 512MB 128-bit GDDR2 PCI Express x16 HDCP Ready CrossFire Supported Video Card - Desktop Graphics / Video Cards - $58

Newegg.com - Rosewill R6AR6-BK 0.8mm SECC 120mm Fan ATX Mid Tower Computer Case - Computer Cases - $40

Newegg.com - SILVERSTONE ST50EF-SC 500W ATX 12V 2.2 Power Supply 90 - 264 V RoHS - Power Supplies - $89

Newegg.com - LITE-ON Black 20X DVD+R 8X DVD+RW 8X DVD+R DL 20X DVD-R 6X DVD-RW 12X DVD-RAM 16X DVD-ROM 48X CD-R 32X CD-RW 48X CD-ROM 2MB Cache SATA DVD Burner with LightScribe - CD / DVD Burners - $28

2x Newegg.com - COOLER MASTER R4-S2S-12AK-GP 120mm Case Fan - Case Fans - 2x $8 = $16

Newegg.com - Acer AL2216Wbd Black 22" 5ms Widescreen LCD Monitor with HDCP support 300 cd/m2 700:1 - LCD Monitors - $220

Total comes to $771 with the monitor, $551 without. You can also get the 2400PRO if you want to go cheaper on the graphics card, the E2180 for the CPU, a 19" monitor, and no replacement case fans like I've bought. Hope that gives you an idea.
