thats really not a bad system at all. be sure you have the latest drivers for the gpu directly from the amd site. slowdowns in game streaming may have to do more with your internet speeds and compression settings of your streaming program.
The registry cleaner will do nothing in performance. All you are doing is deleting text files that pertain to certain hardware and software.
