I tried hard to fit in your budget, but I couldn't quite make it. I'll post what I came up with, in hopes that you can find a way to make it work for you. I base my decisions on:
1. I doubt you'll be able to fit that expensive E6750 into your budget.
2. I think you'd be better off with a cheaper processor and 2GB or RAM anyway.
3. Legend has it you can overclock the E2180 to come close to the E6750.
4. Might want to spend a little more on a power supply with Active PFC. I picked the one below from b1gapl's Recommended PC Components post. You should check it out if you haven't been there.
5. This is assuming you can acquire a copy of Windows, as I have not included it in the cost.

Case:
Newegg.com - COOLER MASTER Centurion 5 CAC-T05-UW Black Aluminum Bezel , SECC Chassis ATX Mid Tower Computer Case - Retail

Power Supply:
Newegg.com - XCLIO GREATPOWER X14S4P3 550W ATX12V 550W Power Supply 100-240V / 200-240V UL, CUL, TUV, CB, VDE, FIMKO, DEMKO, NEMKO, SEMKO - Retail

Motherboard:
Newegg.com - GIGABYTE GA-P35-DS3L LGA 775 Intel P35 ATX Intel Motherboard - Retail

Processor:
Newegg.com - Intel Dual-Core E2180 Allendale 2.0GHz 1MB L2 Cache LGA 775 Processor - Retail

Memory:
Newegg.com - Crucial Ballistix 2GB (2 x 1GB) 240-Pin DDR2 SDRAM DDR2 800 (PC2 6400) Dual Channel Kit Desktop Memory - Retail

Video Card:
Newegg.com - SAPPHIRE 100208L Radeon HD 2600XT 256MB 128-bit GDDR3 PCI Express x16 HDCP Ready CrossFire Supported Video Card - Retail

Hard Drive (Edit: Switched in the 16MB cache drive for only $5 more. Also adjusted price below.):
Newegg.com - Seagate Barracuda 7200.10 ST3250410AS 250GB 7200 RPM 16MB Cache SATA 3.0Gb/s Hard Drive - OEM

Optical Drive:
Newegg.com - SAMSUNG Black 20X DVD+R 8X DVD+RW 12X DVD+R DL 20X DVD-R 6X DVD-RW 12X DVD-RAM 16X DVD-ROM 48X CD-R 32X CD-RW 48X CD-ROM 2MB Cache SATA 20X DVD±R DVD Burner - OEM

Heatsink & Fan:
Newegg.com - ARCTIC COOLING Freezer 7 Pro 92mm CPU Cooler - Retail

All this comes out to $655.91 before shipping and taxes.
You can also cut that down to $605.91 by doing a couple mail in rebates.

You might be able to save a few bucks by shopping around for a little better deals.

Yikes I just realized I made a mistake. I picked 8MB cache drive instead of the 16MB cache one.

This drive is worth the $5 more than the one I mentioned earlier. Sorry:
