Yes, it is better but not by a lot

But if you want something that is much better then her X1400pro, then I would recommend
Newegg.com - ECS N7600GS-256DY GeForce 7600GS 256MB 128-bit GDDR2 PCI Express x16 Video Card - Retail

It doesn't support purevideo 2 and HDCP like 8400GS, but it performs better much better in gaming, and even better than the 64-bit X1650pro that you posted in your previous post

and do yo u think the fsp 400w psu will be good enough? or should i get the450 to be safe?

Thermaltakes are great PSU's (I have the 500 watt one I think) They are just as good as fsp. Rock solid and true to thier specs.

the good thing about the thermaltake is that its modular...
my current psu is modular and idk how im gonna deal with a non modular again.
