most of your average computers wont matter on the power supply. do you honestly thing dell, HP/compaq, gateway, toshiba, emachines, etc. use a GOOD power supply? no, they are mass produced to be as cheap as possible. and i guarantee you there is <2% chance of a power supply ever failing in one of those computers. so, if you are building a cheap computer like this you arent going to be using/pushing it enough to make the power supply fail.

edit* now if i am gonna be spending >$700 on a computer then i can see your reasoning to get a better power supply, but for a $250 computer there is really no reason to switch them out.
