Motherboard working?

I don't have all my pc parts yet, but I have my motherboard, psu, and case everything is plugged in and when I turn on my pc all my neons turn on and so does my psu and fans. Does this mean that my motherboard is fine, or do I have to put in all the parts to see if my motherboard is working?

You would need at least, RAM, CPU and Video card attached to know if all was well. I don't reccomend running it without those.

Let's say that the motherboard touched something that had static would it still be able to run the neons and fans? Sorry if I'm asking stupid questions I just want to know because I might return it if it is messed up.

there is no real way to tell static damage unless you rig up the whole system.
