Misleading info for my mobo.

I got this mobo that is a 648FX-A by ECS 478 pin and it should be rocking my comp since i have a old mobo. but for some reason my pc wont run with it.

I have:

P4 2.5 Ghz 478pin
ati 9200pro
2 sticks of ram 512 and 256 both kingston


In the book under Features For the Processor section it says

*Accomadates Pentium 4 processors up to 3.06G and above


Now *** doesnt that mean 0 up to 3.06 and above. so basically all? Why the **** would they do that if they meant 3.06 and above only?

Can anyone help me out here?

besides, It doesn't look like your CPU is close to it anyways.

478 is also outdated. But thats a differen't story.

Ya where thats where i get shafted. See I bought this from a 3rd party and the 3rd party advertise it and gave that as evidense. so theres nothing I can do. I was hoping that maybe i could just jimmy it or something.
