low end computer build problems. please help

Hi yall im building a computer for my dad. Its a very low end computer. I got it all put together and Im trying to get it set up but Im having a few problems. I think one of them is the PS but im not sure. When I have HD, DVD, and mobo plugged in nothing happens but when I unplug the HD and DVD from the PS I can get into bios. BUT its only on for a few seconds and the screen goes blank. Also as soon as I flip the switch on the back of the **** case the thing turns on. Ive got the switch in the front of the comp wired up correctly ive checked it like 3 times lol. Heres what Im using.

MSI PM8PM-v socket 775
Intel celeron 360 3.46ghz
ultra 1g pc 4200 533mhz ddr2
WD caviar SE 250gb EIDE HD
and this crappy case Just4PC Black ATX Mid-Tower Case with Front USB and Audio Ports, 450-Watt SATA Ready Power Supply 708ATXBK at TigerDirect.com
It has a 450W PS thats tiny compaired to the one i put in my comp lol

SO does this sound like a PS problem or did I order some parts that dont go together or something else?

It's probably the PSU. What do you expect from a PSU that came from a $30 case. They can't be trusted. Get yourself a reliable brand name PSU.
