Linux

I like Vectorlinux and most of the ones that are based off Slackware.

Its very easy to install and sister will have no problems using it. She'll just have trouble installing things. It already has all you need though. (Full office suite, games, 2 or 3 explorers, media players....)

You can't buy 939 semprons unless you buy them pulled from sytems.

You're stuck with 754 and chipsets that cost more (6100).

The CPU is really good but AMD wasn't lucky enouph to get cheap video chipsets and for some reason they don't want to sell 939 to the public.

Asus MX4000 GFX card $23

Total: ~$280 not including delivery

a lot of these parts are kind of randomly chosen but you get the idea. i think given the budget the psu with the case would work fine for the moment. anyway i really didn't have much time to do this in its near 2:00 am here and i need sleep

ok she just todl me we could use the old HDD with the OS on it. i was thinking a sempron 64 with a BIOSTAR TForce6100 mobo. she said i could use the same ram too. maybe i could slap another stick on. i've got a Tt tsunami which will be unused soon. and i'll put in a Thermaltake TR2 W0070 ATX 430W PSU. hows that sound. but can you guys reccomend me a 100-130 dollar monitor?

*bangs head on wall* after all that i forgot the OS. dam n it i knew i'd forgotten something. oh well what you came up with sounds decent now

edit: go for the 3300+ palermo core if the new budget allows it, also i would look at just getting a second hand monitor
