Default Increase fps for $200

I play games on my computer. l4d2 is the one i play most currently. and i want to get better fps out of it. atleast twice as much. Currently i get 30. usually. sometimes it can drop as low as 15 momentarily.

Here are my current specs.

Motherboard: Intel D915GEV
Processor: Pentium 4 Hyperthreaded 3.0 ghz
VideoCard:NVIDIA Geforce 9800 GT
RAM: 4GB(windows only detects 2.87)

im thinking maybe a processor or motherboard upgrade would do it? Or both? Or maybe installing a 64 bit operating system? I dont know. I need help though. can easily dish out 200 dollars for whatever remedy. Please help.

That AMD X4 635 Porpus is a great chip. I have it in another machine of mine with a 9600GSO and it runs Starcraft 2 great. Plus with an Socket AM3 board you have the option to upgrade in the future for very little money.
