I have revised my huge, paragraphed post into one simple line:

I want to build the best performace/gaming pc possible with a $700 Canadian budget.

Just use whatever website, tigerdirect, ncix, whatever. As long as it ships to Canada and calculates prices in Canadian dollars. I've tried building pcs before, but I'm never satisfied with the value of the end result. I'm asking you guys cuz you're definatley much more experienced with this.
 
+ Try and compress the price as much as possible. Target price, even if it is VERY, VERY unrealistic, $700 Canadian. Try and get as close as possible to that.

The point is to go towards that number as much as possible, even if it is $1500. If that's the closest, that's the closest.
 
A simple lesson in economics is in order here.
Demand for products drives the prices for those products up. The components you would need to satisfy your goal are products that are in demand, so you're going to have to spend more money on them. $700 is a meager sum of money to spend on performance computer parts like you are describing. The Graphics card in my rig cost $350, half of what you are wanting to spend on the whole rig.
Be realistic with what you expect to acheive with the money you have.
The following are the specs for a rig I build for a lot of my entry-level customers. It's a nice rig and will keep you within your budget:

Yes, but rounded up, it's close to $700 Canadian. Why don't you move down here to Florida? It's warmer and the parts are cheaper...lol

Yeah, ure right though, Canadian dollar is worth .85 cents versus every US dollar. So, the conversion's not gonna be too bad. You don't ship to Canada, do you?

edit: oh and is that price including taxes?

edit 2: yeah, it would be $782.801 CAD, which is not too shabby at all. Mind if you can send me some pics of that setup? Exterior, interior?

no offense or anything but that setup sucks...

get Corsair Valueselect for cheaper.
the chaintek mobo sucks, get the MSI K8N NEO4-F for just a little more
Wheres the psu, i hope its not one that comes with the case, because he doesnt want his whole machine blowing up does he?
Defintely upgrade to a 6600GT the 6600GT blows the 6600 away.

Get a decent psu!!
