is this HDD an OEM?

It most likely is, since TigerDirect shows information about OEM drives. It functions just the same, just doesn't include the accessories that "retail" drives include.

Should I buy the accessories that are not included with the HDD or should I pick out a different HDD?
 
The only accessory that doesn't come with the HDD you would need would probably be the SATA cable. If you don't already have one, then you'll need one.
 
EDIT: nevermind, I have solved this

It also says it does not include software, and screws, brackets, Ect.

Won't I need those? I tried looking for the software and couldn't find it, and I don't what screws and brackets it needs.
 
Software won't be necessary; it's plug-and-play pretty much; Windows will find the drivers to install itself.

If you bought/built your computer yourself, you should already have spare screws to mount the drive in one of the other HDD slots inside your computer.
