Default hard drive encryption and backup

I am looking for a new mother board with in board encryption chip. I live in an apartment and want to be sure a thief cannot get my data.
However, as the new hardware, as I understand it, uses the hardware to build the encryption key: Can I recover my data from an on line storage when my computer is stolen?

Is this on board encryption hardware installed on all new motherboards.

You'll need to tell us what your current CPU platform is if you want it to be compatible with your existing hardware.

good point.
Windows 10, Version 1511, AMD Phenom 9750 Quad core. C drive is 1 TB and a data drive of 1 TB, both sata.
