A good display?

Alright, I may be buying a new monitor soon and here's my criteria- 19 inch, LCD, black, under $400. My current LCD is a generic brand and has 2 broken pixels right smack dab in the middle of the screen. So, any suggestions?

Nah, can't. Giving my parents the current one 'cause there's just broke. Anyway, what does the "ms" thing mean? Whats better: 2ms or 12ms?

Oh yeah. Get this. Its a mva, fast panel . Better color and quality than any TN panels. (915n, L90D+, Acer 8ms, etc).

Generally, lower the better. So, 8ms is great and 25ms isnt. But, these numbers are kind of made up anyways, so it depends on the panel.
