Geeezz. Heat...

I was messing with a computer in the other room that gets used alot. Its a CPU that is said to have heat issues: 3.8ghz Pentium 4. Now, its 8:00 at night and i go into BIOS because im bored. Then i see this huge temperature reading of 60 degrees c and OVER. Its not even doing anything! Is this WAAYYY too hot like im thinking it is??? (PS: I dont know really really specific stuff about the pc because its not really mine, i just know the general specs.)

3.8ghz Pentium 4
P4 Titan Board
2gigs Generic Ram
7600GS 512mb PCI-E

Should i rush out as quickly as i can and by an after market cpu cooler?????

Anyone?? Is this due to the thermal paste wearing out??
