if you wanted to get a 5830, i agree that you should wait for the prices to come down because those are just too steep for the performance you get, IMO.

if you want a card now though, considering the price/performance, i would get a 4890 instead. XFX Radeon HD 4890 1GB DDR5 w/FREE GRID Game: CompUSA
it's not only $50 cheaper, but as much as i dislike this fact, it beats a 5830 in pretty much every gaming test.

The 5830 loses to the 4890?
I heard it had expected performance at or above the 4890?
What gives?

unfortunately yes. i really thought it would perform atleast on par, if not, exceed what a 4890 offers since it's basically supposed to fill that 5770-5850 performance/price gap. price wise it accomplishes its intended purpose, it just needs more performance to back it up.

AnandTech: AMD?s Radeon HD 5830: A Filler Card at the Wrong Price

even in power consumption and temps, its meh. at idle both temps and power consumption are better, but at load both are pretty similar too what you'd expect from a 4890, so..

5830 just costs too much right now IMO.
