Question First time builder, advice for computer under 400$

Hi, im sry if this is a noob question but I was wondering if it is possible to make a decent comp for under 400$? I have no idea where to even start. Im new to this but i've been wanting to learn how to build for a while now. Also would it be possible to have a decent grapics card with it thats set within the 400$ budget?
Any advice and ideas would be great, thanks

heres what i have decided on so far, any thoughts or opinions would be great

CPU/Processor: AMD Athlon II X2 245 Regor 2.9GHz Dual-Core AM3 65W

Motherboard: ASRock N68-S AM3, GeForce 7025 Chipset, Micro ATX

RAM: GeIL 4GB (2 x 2GB) DDR2 800MHz Dual Channel

Video Card: Radeon HD 4850 512MB

Hard Drive: Western Digital 160GB 7200 RPM 8MB Cache SATA 3.0Gb/s

Case: Rosewill TU-155 II w/ 500W Power Supply

Any ideas would be great help, thanks

do you have any parts already? monitor, keyboard, mouse, etc?
If not, and don't quote me on this but it won't be easy if possible at all.

If you've already got a monitor/keyboard/mouse, then definitely.

took me two minutes.
processor: Athlon x4
Mobo: ASRock ATX mobo
Case/PSU: Logitech Area 51
DVD: Lite-On Bulk Sata model
HDD: Western Digital Caviar Blue 250 GB 16MB Cache
RAM: 4 GB G-Skill DDR3 1600
Graphics: Radeon HD4350 512MB
w/out any combos: $380 from Newegg. Sans shipping.

Thats pretty similar to a build I'd suggest +1 though You won't be able to afford it if you don't already have screen peripherals etc.
