With that budget you'd be much better off going with an i7 instead of a Core 2 Quad.

Two hard drives, I suggest a small, fast drive for the OS (WD Black series), and a larger, slower drive for general storage.
You're unlikely to need more than 4GB of RAM, but it's up to you. You probably won't see much difference between 4GB and 8GB.
Two monitors is fine.

You're putting too much money on old technology. Socket 775 is old and nearing its end, and C2Q isn't the best value out there. $316 for that cpu - heck, an i7 920 is cheaper!! (i'm assuming thats US dollars..)

That video card is about the same price as a 4890, which has better performance, so i recommend you go for that. And the Ultra PSU is quite pricy, and ultras aren't known for their reliability. Switch it out with a Corsair or Antec brand. It may well be a good PSU, but $170 seems a bit much! I'm now wondering if those are US dollars after all...

Anyways, i feel you should go more along the lines of:

Intel i7 + mobo = $500
3 X 2GB DDR3 = $150
4890 = $180
_____________
total: $830 for the core of your PC.

Yes thats more like it! As for the motherboard, you need a socket 1366 for that cpu. something like this:

Newegg.com - ASRock X58 Deluxe LGA 1366 Intel X58 ATX Intel Motherboard - Intel Motherboards

As for not liking ATI, you don't need to like them to appreciate better performance/value :P. I don't like intel, but i'd take an i7 anyday over a phenom

And as for monitor, i recommend this one:

Newegg.com - Acer H213H bmid Black 21.5" 5ms HDMI Full HD 1080P Widescreen 16:9 LCD Monitor 300 cd/m2 ACM 20000:1 Built-in Speakers - LCD Monitors

If you have a lot of money left over, you should get a 5850 or even 5870. You'll get Crazy performance!
