Default Do ram timings really mean something?

Me and a friend got in an argument about ram timings.

He says that timings like 2-2-2-5 make ur computer up to 5% faster in games like Half Life 2.

I say : hell no. It doesn't really matter and games aren't effected by it. You cant even notice it.

Whos right?

im not sure if it can make it go 5% faster, but timings do matter. there is a difference between cas latency 3 or cas latency 2.

Not a very big noticable difference, but there is one. It can increase your FPS by as much as 10 FPS if you do it right.
