Default Dell M993 Monitor

Ok, I have no real reason to buy an LCD. They look cool and take up less space, but neither are important enough to me to trade picture quality for. I'd rather get a CRT like the Dell M993, which can be found here

It has a very crisp picture, and it seems to have a high refresh rate, which would mean it's probably easy on the eyes like LCDs are.

Anyway, my main question is this. Is : Max Sync Rate (V x H): (160 Hz x 96 KHz (automatic) ) referring to the refresh rate of the monitor? and if so, is that a high refresh rate comparable to LCDs? I know a higher refresh rate is easier on the eyes for extended usage. Thanks!
