Default CPU HSF Upgrade

I am currently upgrading from a Celeron to a P4 and Im in need of assistance on what would be a good heatsink and fan. I've looked at a few, but they are either too loud, or dont cool worth a flip. I would like something that will keep it cool, not chase me out of the room from noise, and not empty my bank account either.

Here's what Im getting:

Intel Pentium 4 3.0E Prescott 3.0GHz Socket 478

Any help would be very welcome.

the first two is a brick so be careful

My computer uses 1.5A-load, .8A-idle, .65A-standby, .05A-turned off on 125V.

Im really looking for a fan and heatsink coupled, and my IDE cables are right beside the processor, so I cant get anything really big.

Here's one that I'm looking at:
