Which CPU fan would y'all suggest?

My CPU's warranty is about to expire, so I figure it'd be a good idea to put a shiny new cooler on it, to help keep things running smooth. Of these coolers, which one would you all suggest as being the best for the money?

Water cooling exists that cheap? I didn't even consider that option.

Anything I'd need to be careful about during install (to prevent leaking and whatnot), should I go liquid?
 
Liquid is pretty much the best and easiest solution. Takes all heat from CPU outside of the case and leaking isn't really an issue unless you're an idiot with it. Which is kinda hard to do. It's also really easy to mount compared to some mounting solutions for air coolers.
